Dr. Kathleen Tostado Kenshur, AKA "Katy" (San Diego): Director, President
Dr. Kathleen Tostado Kenshur “Katy” is a wife, mother of four 
children and 10 grandchildren with over 40+ years’ experience working in the early childhood education field including operating an award-winning family childcare in Encinitas. She has a BA and master’s in early childhood education, a doctorate in Organizational Leadership in Education and was the president of the San Diego County Family Child Care Association for 15 years, a FCC Representative for the of San Diego Child Care Disaster Council and a member of the NAFCC Public Policy Committee. She has dedicated her life to helping young children thrive socially and emotionally and achieve their educational potential. She is passionate about sharing her FCC research and her experiences with other early childhood educators and leaders through mentoring, trainings and educational workshops
Benu Chhabra (Contra Costa County) Director and Treasurer
Benu is currently serving as president of her local association in Contra Costa County. She has been a California Early Childhood Mentor Teacher since 2017. Benu speaks English, Hindi, Urdu, and Punjabi. “I’ve been involved with advocacy at the local level for many years and would like the opportunity to be more involved at the state level, helping and supporting family child care providers of California.”
Preeti Sadhu (San Diego County): Director, Secretary
Preeti is a dedicated professional with a passion for early
childhood education. She holds a Master's degree in Business and has channeled her expertise into making a positive impact on young minds. Preeti is the proud owner and operator of a preschool, where she nurtures the growth and development of the next generation.
Her commitment to quality education extends beyond her own establishment. Preeti serves as the North County Inland Regional Director at the San Diego Family Childcare Association. Additionally, she is an active member of the San Diego Quality Preschool Initiative Program, demonstrating her dedication to advancing the early education landscape. Preeti firmly believes that investing in the education and well-being of young children is a pathway to creating a better and brighter future. Her unwavering commitment to this cause makes her an inspiring figure in the
world of early childhood education.
Yessika Magdaleno (Orange County): Director, Hispanic Outreach Chair
My name is Yessika Magdaleno, a Family Child Care provider in 
Orange County, California. I have 25 years working in this field, providing care in my community. I started this career to be able to stay with my children as I was pregnant with my second child Isaac. Thinking of giving the best to God, family, community, and friends. The desire to have a voice and be recognized as early childhood educators led me to work all these years tirelessly representing family child care providers.
My program offers a variety of stimulating, developmental activities to children who are ready for them, such as music, alphabet games, pre-reading and pre-math. Our other offerings include dramatic play, story and sharing times, and sensory activities, just to name a few. We encourage children to use their imagination while creating artwork and expressing ideas on paper.
I will encourage providers to get involved, participate, obtain knowledge, talk to other providers, be part of associations, support groups, unions and never give up.

Nancy Wyatt (Los Angeles County): Director, Public Policy Chair, Membership Chair, Newsletter Editor, Website, Data Security Officer
I have been a family child care provider in the San Fernando
Valley for over 40 years, serving on several boards, advisory committees and my Local Planning Council. I was the chair of the Family Child Care Models subcommittee for LAUP, Los Angeles County's Universal Preschool System. In 1994, I became a consultant, presenting workshops and publishing documents to support quality child care. One of my publications was distributed by the state for an accreditation project. I have done many FCCERS ratings for my local R&R. I became interested in public policy when I was president of my local association and I have gone to many legislative hearings in Sacramento. I joined CFCCN to support my colleagues in their quest for a strong state association that would make a real difference.
Deborah Corley Marzett (Kern County) Director
I have been a family child care provider for 20 plus years.
I currently have a bachelor’s Degree in Business. And I am the vice president of the African American Child Care Providers Association of Kern County where everyone is welcome. I was appointed to the Early Child Care Policy-Parent Advisory Council that works directly with Governor Gavin Newsom and his Staff Appointees. I have been a member of SEIU Local 521 from the very start when they first began the campaign for Family Child Care Providers to become a Union. I have worked closely with the Department of Education in implementing policy changes that meet the needs of ALL Family Child Care Providers. As a Contact Negotiation Team Member, I will continue to fight for all CCPU Members as well as our Friends and Family Providers in assuring a fair and equitable contract that represents honor and respect for every Family Child Care Provider in California. Liz Scully (San Mateo County) Director, FCC State List Project Manager and Committee Chair
Liz Scully is a first generation Italian American who
grew up in San Mateo, CA. She has over 20 years of experience working in the early childhood education field in San Mateo County. Throughout her career Liz has strived to contribute to impacting the growth of the childcare industry through effective organization, prioritization, and execution of key ideas and projects. In 2007 she established Little Laughs Early Learning Program, a licensed family childcare and in 2022 she founded the rejuvenated San Mateo County Family Childcare Organization. Over the past 20 years in the field she has been an active member of many local, state and national associations and committees such as the San Mateo County Childcare Partnership Council, the California and National Family Childcare Associations and the National Children's Facility Network. Liz is a strong family childcare advocate that hopes to help educate the broader community and our local leaders to advocate for policies that support the childcare community, families and children in her county.

I am Elida Cruz, A dedicated Home Daycare Educator, with over 20 years of experience. I graduated from Heald College with an Associate Degree in Accounting and later earned my certification in Child Development from UCLA. I am passionate about continuous learning and strive to understand not only the developmental needs of children but also the governmental processes that impact our daycare colleagues. I have formed “Home Daycare Business Consultant LLC” This LLC covers the areas of business administration. I am also a social media influencer, offering guidance to Family childcare providers on the best practices for running a family daycare business. Through my popular online platforms, including Facebook Live videos. My professional journey has been a lifelong commitment to early childhood education and advocacy. I am committed to advocating for children's rights and ensuring that daycare providers receive the support they need to thrive in their businesses. I believe that through collaboration and sharing knowledge, we can make a significant impact on the lives of children and families across California.
Hayley J. Village (San Mateo County) Director
Hayley Village is a seasoned early childhood educator, nonprofit
founder, and equity advocate with over 40 years of experience supporting children, families, and educators. She brings deep community roots to San Mateo County.
She holds degrees in Early Childhood Education and Human Services & Counseling, operates a Family Child Care program for nearly two decades, and is a graduate of the Renaissance Black Entrepreneur Program and the San Mateo County Leadership Program. In 2025, she was honored with two leadership and advocacy awards recognizing her impact on family child care.
Her leadership includes service on boards such as the San Mateo Family Child Care Organization, CCPC, and 4Cs, and she contributes to statewide and national initiatives through CACFP, BAPFCCN, and Home Grown. A proud mother of three, Hayley founded the Glenys Village Humanitarian Scholarship Awards in honor of her late mother, leading with vision, courage, and love.—

Hayley Village es una experimentada educadora infantil, fundadora de una organización sin fines de lucro y defensora de la equidad, con más de 40 años de experiencia apoyando a niños, familias y educadores. Tiene profundas raíces en la comunidad del condado de San Mateo.
Es licenciada en Educación Infantil y en Servicios Humanos y Consejería, dirige un programa de cuidado infantil familiar desde hace casi dos décadas y es egresada del Programa de Emprendimiento Afroamericano Renaissance y del Programa de Liderazgo del Condado de San Mateo. En 2025, recibió dos premios de liderazgo y defensa en reconocimiento a su impacto en el cuidado infantil familiar.
Su liderazgo incluye su participación en juntas directivas como la Organización de Cuidado Infantil Familiar de San Mateo, CCPC y 4Cs, y contribuye a iniciativas estatales y nacionales a través de CACFP, BAPFCCN y Home Grown.
