20% Rule Project

New 20% Rule Laws became effective July 1, 2026 that override current Title 22 regulations. Licensee absences now are allowed for 20% of the time per month when children are in care. Two reports per absence to CDSS are now required. Subs must have 8 hours of Preventive Health and Safety Training in addition to other requirements. Parents must be notified in advance in writing. In response, many FCCs are advocating to change reporting requirements. CFCCN is opposed to the additional CDSS reporting requirements.
